Lauren Wong
Executive Director
Lauren Wong is a relationship-centered leader who believes meaningful systems change begins with trust, collaboration, and shared purpose. As Executive Director of Tri Counties Community Action Partnership (TCCAP), she works to strengthen community wellness and improve access to services across rural Northern California.
​
With a background in behavioral health, facilitation, and community systems development, Lauren is deeply committed to building trauma-informed organizations grounded in servitude leadership. Her leadership reflects core strengths in connection, harmony, responsibility, and a focus on creating supportive workplaces and sustainable partnerships that help communities thrive.
Roxann Baillergeon, LMFT
Program Manager

In 1999, Roxann earned her M.S. in Psychology from California State University, Chico. In 2006 she became a Licensed Marriage and Family Therapist. After earning her degree, she began working at Glenn County Behavioral Health as the CalWORKs Mental Health Clinician. During the years that she worked for Glenn County Behavioral Health she took on many roles. She was crisis worker for 15 years and helped to establish the Crisis Response and Community Connections program in 2018. She developed the Harmony House Drop-in Center and assisted in launching Behavioral Health Treatment Court in the county. After 23 years of service, she retired as the Program Manager of Adult Services in June of 2022. After a very brief retirement she decided that her passion for working with people in the community was something that she could not shut off so easily and she joined the TCCAP Team. Her passion is program development, moving from the conceptual phase to creating programs that benefit the community. Roxann truly believes that all people regardless of any life circumstances have the capacity to reach their highest level of wellness.

Taryn Adams,
Administrative Analyst

Taryn Adams is an experienced Administrative Analyst who has been a resident of Northern California for the past 18 years. With a solid academic background, she earned her Bachelor's Degree in Psychology with minors in Biology and Ethics from Chico State in 2020. In her current role, she is responsible for a range of critical tasks, including grant writing, non-medical billing, administrative support, and report writing.

Driven by a strong commitment to community service, Taryn’s mission is to help people and contribute positively to her community by being actively involved. Outside of work, she enjoys spending time with her cats and dedicates her free time to volunteering at the local animal shelter. Taryn’s dedication to both her professional and personal pursuits reflects her deep-seated passion for making a difference.

My name is Vanessa Mendoza, I am a busy mom of three beautiful girls. I am a longtime Colusa County resident and enjoy living in the small town of Arbuckle. I've had the opportunity to work within the community in the past where I found my passion of helping others and built a strong bond with community members. I strive to continue that passion as a Bilingual Community Health Worker for TCCAP and help meet our community needs.
