Elizabeth Kelly, Board Chairperson

 

As a U.S. Navy Vet, Elizabeth Kelly is the current board chairperson for Tri Counties Community Action Partnership and director of Colusa County Department of Health and Human Services.  Elizabeth has her B.A. in Political Science and went to Venture College of Law.  She is president of the Child Welfare Directors Association and is passionate about prevention work, addressing social determinants of health, and the work around Adverse Childhood Experiences. 

 

Elizabeth has had a long-standing passion for Community Action.  She sits on the Colusa-Glenn-Trinity Community Action board and previously worked at the Human Resource Agency in Glenn County when Community Action was part of the agency. When asked why she wants to serve in Community Action, Elizabeth said “Community Action started almost 60 years ago to address poverty.  Poverty is still here, but we aren’t going to give up.   We will keep creating opportunities to help people.”  And we will build these opportunities for people to thrive, families to thrive, and build strong, resilient communities.

Veronica Silvestri, MSN, FNP-BC, Board Member

Since 2018, Veronica has served the Colusa Community as Lead Hospitalist for both Glenn and Colusa Medical Centers where she cares for acute, rehab, and skilled nursing patients. As a BSN graduate of Chico State. Veronica has practiced as a licensed registered nurse since 2000, obtained her Critical Care Nursing Certification, and has worked to advance the profession through development of critical care nurse education and training in association with American Heart Association education centers across the Sacramento Valley.

 

After graduating in 2014 from Sonoma State with her master’s degree in Family Practice, Veronica served our rural community in the outpatient setting as a primary care provider for all ages. As a bilingual and bicultural primary care provider, Veronica is passionate about caring for underserved populations and is honored to be an advocate for community and public health here in Colusa. Healthcare has been Veronica’s life’s work and focus since first becoming a nurse aid in 1987, and she holds an instinctive drive to deepen her knowledge, experience, and understanding of healing and health as a whole and is privileged to be trusted in caring for the amazing people here at Colusa.

Dr. Jared Garrison, DO

Dr. Jared D. Garrison is affiliated with many hospitals including Glenn Medical Center, St Elizabeth Community Hospital, Mercy Medical Center, and Mercy Mt. Shasta. Dr.Garrison graduated from Oklahoma College of Osteopathic Medicine and Surgery in 2001, and Sacramento's Methodist Family Practice Residency 2004. He is board certified in Family Medicine and is a board certified medical director.  Dr. Garrison serves as the Glenn County Health Officer.

Jesse Ferguson

With over 34 years of experience in the Human Service industry, Jesse continues to seek opportunities for empowerment, equality and equity among vulnerable populations. Jesse has served as a Board of Directors for the Latino Partnership for Healthy Tomorrows in San Joaquin County, is a former Executive Committee member for the Nor-Cal Continuum of Care, presently is a Steering Committee member for the Trinity Together Cradle To Career Partnership and serves as an Executive member of the Dos Rios Continuum of Care. Jesse also serves on the Colusa, Glenn, Trinity Community Action Partnership board and is a very proud to be serving on the Tri Counties Community Action Partnership.

Lauren Wong, Executive Director

 

In 2009, Lauren earned her Bachelors of Arts in Child Development from California State University Chico where she affirmed her purpose of helping others to be happy and healthy. She has worked in the behavioral health field as a rehabilitation specialist, facilitator, and case manager, with a focus on holistic, evidence based tools and techniques that support whole health and wellness.  As her role shifted and she began working in Glenn County, she expanded her scope to include systems improvements.  Her passion for collaboration and improving community health have come front and center in her position as a Wellness Program Coordinator at Tri Counties Community Action Partnership.

Roxann Baillergeon, LMFT

Program Manager

In 1999, Roxann earned her M.S. in Psychology from California State University, Chico. In 2006 she became a Licensed Marriage and Family Therapist. After earning her degree, she began working at Glenn County Behavioral Health as the CalWORKs Mental Health Clinician. During the years that she worked for Glenn County Behavioral Health she took on many roles. She was crisis worker for 15 years and helped to establish the Crisis Response and Community Connections program in 2018.  She developed the Harmony House Drop-in Center and assisted in launching Behavioral Health Treatment Court in the county. After 23 years of service, she retired as the Program Manager of Adult Services in June of 2022. After a very brief retirement she decided that her passion for working with people in the community was something that she could not shut off so easily and she joined the TCAP Team. Her passion is program development, moving from the conceptual phase to creating programs that benefit the community.  Roxann truly believes that all people regardless of any life circumstances have the capacity to reach their highest level of wellness.

Jessica Herrera,

Bilingual, Spanish, Community Health Worker

My name is Jessica Herrera, a bilingual Community Health Worker. I am a longtime Glenn County resident and attended Orland High School. For 13 years, I previously worked for a large manufacturing/distributing corporation located in Chico, CA. I value helping others, which is why I made a significant career move to join the Tri-Counties Community Action Partnership organization. Some of my self-care hobbies include bike riding, dancing, and jet skiing. Overall, I enjoy spending time with friends and family and having great conversations.

Silas Zelny,

Analyst, Social Media Manager, IT

I’m a very openly out and proud gay trans man, outside of work I socialize a lot, laugh even more, and I’m always involved behind the scenes in some art, theatre, drag, or burlesque event. After working with Stonewall Alliance Center during my psychology undergrad and master's program, I knew I wanted to continue my career within the non-profit sector. I resonate strongly with the future goals and trauma informed approach of TCCAP, and I’m excited to join TCCAP and apply my skills toward this organization.

Vanessa Mendoza,

Bilingual, Spanish, Community Health Worker

My name is Vanessa Mendoza, I am a busy mom of three beautiful girls. I am a longtime Colusa County resident and enjoy living in the small town of Arbuckle. I've had the opportunity to work within the community in the past where I found my passion of helping others and built a strong bond with community members. I strive to continue that passion as a Bilingual Community Health Worker for TCCAP and help meet our community needs.

Adriana Anaya Saavedra, 

Bilingual, Spanish, Community Health Worker

I previously worked as an Eligibility Specialist for Colusa County DHHS, a Billing Manager at a non-profit behavioral health agency in Yolo County, an Office Manager at a private Practice Psychiatrist in Sacramento. I realized my passion is to work directly with the public to provide services, resources and education to those facing challenges. I love meeting people of all backgrounds and getting to know them. I also enjoy outreach and networking. I have two daughters that I spoil despite saying I wouldn’t. We enjoy mini trips and food on the weekends and holidays. I wish I could say I still have many hobbies but at the moment sleeping and being a mom are it. I am excited and proud to have joined TCCAP.

Danica Dodd, 

Bilingual, ASL, Community Health Worker

My name is Danica Dodd, I am a proud Community Health Worker. Growing up in the foster care system has inspired me to become the distinguished woman I am today. I appreciate those experiences in my life because it has led me to find my passion in helping the community. I have been a Direct Support Professional for many years and a Mental Health Advocate in Butte County since 2019. I have high ambitions to further my education in not only Health Care but also in cosmetics. I try to find the beauty in anything! Outside of my professional life I enjoy spending time with my friends and family. We find pleasure engaging in arts and crafts, self care activities, watching sports, going to comedy clubs and organizing events for even the smallest occasions. I’m truly grateful for this opportunity to be a part of TCCAP.

Stephanie Munguia, 

Bilingual, ASL, Community Health Worker

I am a proud Chico State Alumni and Colusa County native. I received my Bachelor's in Criminal Justice in 2018, hoping to become a Juvenile Hall Counselor. Once I finished my undergraduate degree, I decided to go a different route and have worked in multiple jobs helping all age ranges, like becoming a Medication Technician at a Senior Home Facility and a Direct Care Manager at a group home. I realized I could make a significant difference outside a jail cell and use my talents to help people improve their lives. As years have passed, I have gained a fondness for working with and helping others. I'm thrilled to join the Tri Counties Community Action Partnership team to continue doing what I love. Not only am I excited to be part of the TCCAP team, but I also want to give back by coaching the Colusa Girl's Jr High Volleyball team where I was raised. With that being said, I will continue to be a positive influence and advocate for our young adults and community members.
