Elizabeth Kelly, Board Chairperson
As a U.S. Navy Vet, Elizabeth Kelly is the current board chairperson for Tri Counties Community Action Partnership and director of Colusa County Department of Health and Human Services. Elizabeth has her B.A. in Political Science and went to Venture College of Law. She is president of the Child Welfare Directors Association and is passionate about prevention work, addressing social determinants of health, and the work around Adverse Childhood Experiences.
Elizabeth has had a long-standing passion for Community Action. She sits on the Colusa-Glenn-Trinity Community Action board and previously worked at the Human Resource Agency in Glenn County when Community Action was part of the agency. When asked why she wants to serve in Community Action, Elizabeth said “Community Action started almost 60 years ago to address poverty. Poverty is still here, but we aren’t going to give up. We will keep creating opportunities to help people.” And we will build these opportunities for people to thrive, families to thrive, and build strong, resilient communities.
Veronica Silvestri, MSN, FNP-BC, Board Member​

Since 2018, Veronica has served the Colusa Community as Lead Hospitalist for both Glenn and Colusa Medical Centers where she cares for acute, rehab, and skilled nursing patients. As a BSN graduate of Chico State. Veronica has practiced as a licensed registered nurse since 2000, obtained her Critical Care Nursing Certification, and has worked to advance the profession through development of critical care nurse education and training in association with American Heart Association education centers across the Sacramento Valley.
After graduating in 2014 from Sonoma State with her master’s degree in Family Practice, Veronica served our rural community in the outpatient setting as a primary care provider for all ages. As a bilingual and bicultural primary care provider, Veronica is passionate about caring for underserved populations and is honored to be an advocate for community and public health here in Colusa. Healthcare has been Veronica’s life’s work and focus since first becoming a nurse aid in 1987, and she holds an instinctive drive to deepen her knowledge, experience, and understanding of healing and health as a whole and is privileged to be trusted in caring for the amazing people here at Colusa.


Dr. Jared Garrison, DO

Dr. Jared D. Garrison is affiliated with many hospitals including Glenn Medical Center, St Elizabeth Community Hospital, Mercy Medical Center, and Mercy Mt. Shasta. Dr.Garrison graduated from Oklahoma College of Osteopathic Medicine and Surgery in 2001, and Sacramento's Methodist Family Practice Residency 2004. He is board certified in Family Medicine and is a board certified medical director. Dr. Garrison serves as the Glenn County Health Officer.
Jesse Ferguson

With over 34 years of experience in the Human Service industry, Jesse continues to seek opportunities for empowerment, equality and equity among vulnerable populations. Jesse has served as a Board of Directors for the Latino Partnership for Healthy Tomorrows in San Joaquin County, is a former Executive Committee member for the Nor-Cal Continuum of Care, presently is a Steering Committee member for the Trinity Together Cradle To Career Partnership and serves as an Executive member of the Dos Rios Continuum of Care. Jesse also serves on the Colusa, Glenn, Trinity Community Action Partnership board and is a very proud to be serving on the Tri Counties Community Action Partnership.
